A package manager for AI assets (and why the lock file is per-user)
The thing we kept running into: AI assets like skills, rules, MCP configs, and agents get copy-pasted across repos and quietly drift, and there's no clean way to say "this rule for the platform team, that one for everyone." A team I talked to recently had five repos and kept a Confluence page just to track which copies of the same skill had diverged.
